Thank you for visiting the U.S. Virgin Islands Law Enforcement Planning Commission (LEPC) website. LEPC serves as the chief advisory body to the Governor on developing comprehensive plans and coordinating activities related to the improvement of criminal justice administration. LEPC also serves as the State Administering Agency (SAA), the executive branch agency designated to apply for and manage funding from the US Department of Justice on behalf of the Territory. These federal funds are distributed to local criminal justice agencies, non-profits, and religious organizations through a grant application process.

LEPC’s emphasis for the distribution of grant awards are on criminal justice, juvenile justice, and victim services issues. Criminal justice funding supports proactive and innovative programs and methodologies that enhance territorial crime reduction efforts thereby improving the overall criminal justice system. Juvenile justice resources are geared towards monitoring of juvenile facilities as well as supporting the State Advisory Group (SAG). The victim service funding advocates for victims by promoting the development of effective programs that improve the response of criminal justice practitioners and victim advocates.
